class=\"wp-block-list\">\n<li>Strengthening scientific and research links between institutions working in the fields of space research and Earth sciences in the region.<\/li>\n\n\n\n<li>Increasing the connection between sustainable development goals and remote sensing applications to monitor and track progress in conducting research.<\/li>\n\n\n\n<li>Developing national policies to facilitate information sharing within countries across various sectors working in development, and between countries in the region, to support sustainable development and capacity building.<\/li>\n\n\n\n<li>Utilizing the vast amount of information produced by remote sensing technologies over the past five decades for development, environmental protection, and food security.<\/li>\n\n\n\n<li>Drawing attention to initiatives related to capacity building in land development and land degradation prevention, to align with the goals of international initiatives in the field.<\/li>\n\n\n\n<li>Strengthening the ability of the CRTEAN center to lead and pioneer the management of fit-for-purpose land administration (FFP), positioning it as a center for information and capacity building in this field within the region.<\/li>\n\n\n\n<li>Building capacity in remote sensing and space technologies to preserve antiquities and historical sites, as well as in the field of coastal protection.<\/li>\n\n\n\n<li>Initiating training courses on the application of geospatial information in environmental impact assessments, particularly in the context of disasters, war, and damage evaluation.<\/li>\n\n\n\n<li>Integrating space applications and sciences into broader university and specialized studies, especially in soil and dryland management.<\/li>\n\n\n\n<li>Simplifying the message of space and geospatial sciences to the public and decision-makers through continuous education and communication across various media platforms, to increase usage and support for space technologies.<\/li>\n\n\n\n<li>Supporting countries&#8217; policies to make remote sensing technologies a mandatory tool in agricultural and irrigation institutions, as well as in smart agriculture applications.<\/li>\n\n\n\n<li>Developing regional capacities in early warning systems and disaster recovery using open-source and low-cost space technologies.<\/li>\n\n\n\n<li>Promoting the use of space technologies in student research projects, especially those related to city development, urban planning, and municipal services management.<\/li>\n\n\n\n<li>Increasing knowledge of emerging technologies such as artificial intelligence, machine learning, and big data.<\/li>\n\n\n\n<li>Enhancing knowledge within countries on natural resource management through the use of space technologies and facilitating experience exchange in this field.<\/li>\n\n\n\n<li>Supporting small business entrepreneurship in the use and development of space technologies.<\/li>\n\n\n\n<li>Directing international funding in the field of climate change towards building regional capacities in this area.<\/li>\n\n\n\n<li>Increasing the use of open-source applications in fit-for-purpose land management, particularly in the contexts of customary and community land management, to achieve secure and sustainable land tenure, especially in cases of forced displacement and migration.<\/li>\n\n\n\n<li>Promoting the use of space technologies in renewable energy research (solar, wind, etc.).<\/li>\n\n\n\n<li>Raising awareness of the destructive effects of oil exploration and mining on the environment through space technologies, and encouraging investors&#8217; responsibility towards environmental protection.<\/li>\n\n\n\n<li>Calling on states and the international community to amend the Convention on International Liability for Damage Caused by Space Objects (1971) and related texts to address contemporary debris issues, including international liability for space debris, and to regulate measures to manage them.<\/li>\n\n\n\n<li>Urging states and international\/regional organizations to adapt organizationally and legally to ongoing developments, and to create legislation capable of addressing the aforementioned issues and providing legal solutions.<\/li>\n\n\n\n<li>Encouraging the international community and countries to focus efforts on implementing necessary legal measures and methods to ensure the proper disposal of space debris.<\/li>\n\n\n\n<li>Revising the Outer Space Treaty of 1967, particularly articles related to:<ol><li>Property rights over space equipment and resulting debris, with the aim of establishing a legal framework that encourages debris owners to participate in cleaning up the space environment.<\/li><\/ol>\n<ol class=\"wp-block-list\">\n<li>Promoting cooperation between countries to finance technological research aimed at eliminating space debris.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li>Concluding an international treaty to protect the space environment, including binding provisions that prohibit actions and technologies that pollute the space environment, and establishing penalties for violators, with jurisdiction for international crimes related to space debris being assigned to the International Criminal Court.<\/li>\n\n\n\n<li>Establishing an international body to regulate the traffic of objects in space, similar to the International Telecommunication Union, to reduce satellite collisions and prevent scientifiques et de recherche entre les institutions travaillant dans le domaine de la recherche spatiale et des sciences de la terre dans la r\u00e9gion.<\/li>\n\n\n\n<li>Renforcer le lien entre les objectifs de d\u00e9veloppement durable et les applications de t\u00e9l\u00e9d\u00e9tection pour surveiller et suivre les progr\u00e8s r\u00e9alis\u00e9s dans la recherche.<\/li>\n\n\n\n<li>Travailler \u00e0 l&#8217;\u00e9laboration de politiques nationales pour partager l&#8217;information au sein des pays, entre les diff\u00e9rents secteurs travaillant dans les domaines du d\u00e9veloppement et entre les pays de la r\u00e9gion afin de servir le d\u00e9veloppement durable et le renforcement des capacit\u00e9s.<\/li>\n\n\n\n<li>Utiliser l\u2019\u00e9norme quantit\u00e9 d\u2019informations produites par les technologies de t\u00e9l\u00e9d\u00e9tection au cours des cinq derni\u00e8res d\u00e9cennies pour le d\u00e9veloppement, la protection du climat et la s\u00e9curit\u00e9 alimentaire.<\/li>\n\n\n\n<li>Attirer l&#8217;attention sur les initiatives visant \u00e0 renforcer les capacit\u00e9s dans le domaine de l&#8217;am\u00e9nagement du territoire et \u00e0 arr\u00eater la d\u00e9gradation des sols afin d&#8217;atteindre les objectifs des initiatives internationales dans le domaine de l&#8217;arr\u00eat de la d\u00e9gradation des sols.<\/li>\n\n\n\n<li>Renforcer la capacit\u00e9 du centre r\u00e9gional \u00e0 diriger et \u00e0 \u00eatre pionnier en mati\u00e8re de gestion des terres adapt\u00e9e \u00e0 ses objectifs et \u00e0 \u00eatre un centre d&#8217;information et de capacit\u00e9s dans ce domaine dans la r\u00e9gion.<\/li>\n\n\n\n<li>Renforcement des capacit\u00e9s dans le domaine de la t\u00e9l\u00e9d\u00e9tection et des technologies spatiales aux fins de pr\u00e9servation des antiquit\u00e9s et des zones historiques, ainsi que dans le domaine de la protection des c\u00f4tes.<\/li>\n\n\n\n<li>Cr\u00e9er des cours de formation sur les applications de l&#8217;information g\u00e9ospatiale dans le domaine de l&#8217;environnement et de l&#8217;impact environnemental des catastrophes et des guerres de toutes sortes.<\/li>\n\n\n\n<li>Int\u00e9grer les applications et les sciences spatiales dans un champ plus large d\u2019\u00e9tudes universitaires et sp\u00e9cialis\u00e9es, notamment dans les domaines de la gestion des sols et des zones arides.<\/li>\n\n\n\n<li>Simplifier le message des sciences spatiales et g\u00e9ospatiales aupr\u00e8s du grand public et des d\u00e9cideurs gr\u00e2ce \u00e0 la formation continue et \u00e0 la communication sur divers m\u00e9dias afin d&#8217;accro\u00eetre l&#8217;utilisation et le soutien du domaine des technologies spatiales.<\/li>\n\n\n\n<li>Soutenir les politiques des pays visant \u00e0 rendre l\u2019utilisation des technologies de t\u00e9l\u00e9d\u00e9tection des outils obligatoires dans les institutions agricoles, d\u2019irrigation et d\u2019agriculture intelligente.<\/li>\n\n\n\n<li>D\u00e9velopper les capacit\u00e9s de la r\u00e9gion dans le domaine de l\u2019alerte pr\u00e9coce et de la reprise post-sinistre en utilisant des technologies spatiales open source et \u00e0 faible co\u00fbt.<\/li>\n\n\n\n<li>D\u00e9velopper les usages des technologies spatiales dans les projets de recherche des \u00e9tudiants, notamment ceux li\u00e9s au d\u00e9veloppement de la ville, \u00e0 l&#8217;urbanisme et \u00e0 la gestion des services municipaux.<\/li>\n\n\n\n<li>Am\u00e9liorerles connaissances sur les technologies \u00e9mergentes telles que l\u2019intelligence artificielle, l\u2019apprentissage automatique et la big data.<\/li>\n\n\n\n<li>Accro\u00eetre les connaissances des pays sur les ressources naturelles et les techniques de gestion de richesse gr\u00e2ce aux technologies spatiales et \u00e9changer des exp\u00e9riences dans ce domaine.<\/li>\n\n\n\n<li>Soutenir les petits entrepreneurs dans les domaines des usages et du d\u00e9veloppement des technologies spatiales.<\/li>\n\n\n\n<li>Orienter le financement international dans les domaines du changement climatique vers le renforcement des capacit\u00e9s de la r\u00e9gion dans ce domaine.<\/li>\n\n\n\n<li>Accro\u00eetre l\u2019utilisation d\u2019applications open source dans le domaine de la gestion fonci\u00e8re adapt\u00e9e, en particulier dans les contextes de gestion fonci\u00e8re coutumi\u00e8re et communautaire, afin de parvenir \u00e0 un r\u00e9gime foncier s\u00fbr et stable, en particulier dans les situations de d\u00e9placement et de migration forc\u00e9e.<\/li>\n\n\n\n<li>Promouvoir les usages des technologies spatiales dans la recherche sur les \u00e9nergies renouvelables (\u00e9nergie solaire, \u00e9olienne&#8230;)<\/li>\n\n\n\n<li>Sensibiliser davantage aux effets d\u00e9vastateurs de l\u2019exploration p\u00e9troli\u00e8re et de l\u2019exploitation mini\u00e8re sur l\u2019environnement gr\u00e2ce \u00e0 l\u2019utilisation des technologies spatiales pour faire conna\u00eetre la responsabilit\u00e9 des investisseurs envers l\u2019environnement.<\/li>\n\n\n\n<li>Appeler les \u00c9tats et la communaut\u00e9 internationale \u00e0 travailler \u00e0 l&#8217;amendement de la Convention sur la responsabilit\u00e9 internationale pour les dommages caus\u00e9s par des objets spatiaux (1971) et aux textes connexes afin de r\u00e9pondre aux probl\u00e8mes contemporains des d\u00e9bris, y compris la responsabilit\u00e9 internationale pour les d\u00e9bris spatiaux, tout en contr\u00f4lant divers moyens pour les faciliter.<\/li>\n\n\n\n<li>\u00a0Appeler les pays et les organisations internationales et r\u00e9gionales \u00e0 tenter de rattraper leur retard organisationnel et juridique par rapport \u00e0 l&#8217;\u00e9volution en cours afin d&#8217;\u00e9laborer une l\u00e9gislation permettant de r\u00e9pondre aux probl\u00e8mes mentionn\u00e9s pr\u00e9c\u00e9demment et de trouver des solutions juridiques aux questions soulev\u00e9es.<\/li>\n\n\n\n<li>Exhorter la communaut\u00e9 internationale et les pays \u00e0 concentrer leurs efforts sur la prise des mesures juridiques et des moyens n\u00e9cessaires pour obliger chaque lanceur \u00e0 se d\u00e9barrasser des d\u00e9bris qu&#8217;il a laiss\u00e9s derri\u00e8re lui.<\/li>\n\n\n\n<li>R\u00e9vision du Trait\u00e9 sur l&#8217;espace extra-atmosph\u00e9rique de 1967, notamment au niveau des articles relatifs aux sujets suivants :<ol><li>Droits de propri\u00e9t\u00e9 sur les \u00e9quipements spatiaux et les d\u00e9bris qui en r\u00e9sultent, dans le but de cr\u00e9er un cadre juridique qui motive les propri\u00e9taires de d\u00e9bris \u00e0 participer au processus de nettoyage de l&#8217;environnement spatial.<\/li><\/ol>\n<ol class=\"wp-block-list\">\n<li>Encourager la coop\u00e9ration entre les pays pour financer la recherche technologique visant \u00e0 \u00e9liminer les d\u00e9bris spatiaux.<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li>Conclure un trait\u00e9 international pour prot\u00e9ger l&#8217;environnement spatial, qui comprenne des dispositions contraignantes interdisant les actes et les technologies qui provoquent la pollution de l&#8217;environnement spatial, et qui pr\u00e9voie des sanctions pour ceux qui les commettent, \u00e0 condition que la comp\u00e9tence sur les crimes internationaux qui y sont li\u00e9s soit attribu\u00e9e \u00e0 la Cour p\u00e9nale internationale.<\/li>\n\n\n\n<li>Cr\u00e9er une union internationale ou un \u00ab organisme international pour r\u00e9glementer le mouvement des objets dans l\u2019espace \u00bb, similaire \u00e0 l\u2019Union internationale des t\u00e9l\u00e9communications, afin de r\u00e9duire les incidents de collision entre
